If you have an older septic tank, it is very possibly not in compliance with current regulation. New EU Laws state that, in order to obtain the habitation certificate (Cédula de Habitabilidad), the old treatment systems must be replaced with a environment friendly septic treatment plant, with the associated CE certifications.
